Shrine of Eternal Spring The shrine is a memorial dedicated to the 450 retired servicemen who lost their lives constructing the road known as the Rainbow of Treasure Island. This shrine rests on a cliff overlooking the boulder-strewn river, with the waterfall flowing through a willowy moon bridge.1 Chichi Chichi is a black sand beach south of Hualien that is excellent for swims. It is only a small bay but the clear waters and strong waves do allow for bodysurfing. The south of Chichi bay presents visitors with glimpses of incredible rock formations and a tribal village. Hsiukuluan River is a place for white-water rafting. Taitung Taitung is the economic center of the lower half of the east coast. From the north, Highway 9 and 11 brings you to a pleasant and airy Taitung city. Taitung itself has not much to offer, but it is an accessible starting point to nearby places, such as the Chihpen Hot Springs, Lu Tao (Green Island), and Lanyu (Orchid Island). You may fly by plane directly from Taipei and Kaohsiung, but there are cheaper ways of getting there, such as by bus from Kaohsiung and Hualien. Within the city boundaries are a few sites worth visiting. The most popular being Carp Hill with its Dragon and Phoenix Temple providing delightful views of the city and sea. The temple is not really as noteworthy as most other temples in Taiwan, but there are some exceptionally interesting icons and a small collection of aged-old artifacts unearthed from the area. Taitung also has its own beach at the end of Taitung Road off the main avenue. Swimming is impossible over at this beach due to strong currents and rough waves. Some hotels provide swimming pools, so visitors should pick a hotel that offers this facility if they want to swim.
